Platform administration and oversight.

## Responsibilities
- Platform metrics dashboard
- Store management (onboarding, health metrics, suspension)
- Order oversight and dispute management
- User management
- Platform configuration

## Key Rules
- Admin routes have no tenant scoping — admins see everything
- Store health metrics are internal only (cancellation rate, ship time, on-time rate)
- Dispute actions logged via Spatie Activity Log
